I’ve never heard of this before, but from what I understand the big box version of Rampage 2 with the key chains was a Wal-Mart exclusive.
This includes the box, manuals (game manual, health manual, hydro thunder/micro machines promo poster & Midway survey card), game cartridge in plastic cover and the plush keychain of Ralph, the wolf character. The box itself is very rare, but what makes this nearly impossible to find is the fact that it includes one of the character keychains. According to the NintendoAge forums, this is only the third known keychain to EVER surface.
